Jersey, ftw! I actually go to Montclair State as well, and this fall will be my senior year. Kirky girly, kind of has a point as far as the campus being dead
on the weekends, because it is mostly a commuter school. (I'm one of them) However, you are so so so close to the city, and the actual Upper Montclair, and
downtown Montclair area is really nice. You've got a ton of coffeeshops, restaurants, shopping (and our very own Urban Outfitters store on a really cute
street called Church St.) and did I mention about 15/20 minutes outside of New York? 
Although England would be super, definitely give NJ a chance, and if it is MSU that you would be coming to - there's always something there for someone to do. Lots of activities and clubs to join, so it won't be as bad as people make it out to be.
As for residency, do try to get into the Village Apts - because well, they're actual apartments and not nearly as crammed as you would be in the dorms on campus (Blanton, Bohn, Webster, Stone). If you are placed within the dorms, Blanton and Bohn are the lesser evil of the pack.
